In an era of technological disruption and environmental unpredictability, innovation spaces are increasingly taking on new roles as active orchestrators of physical, digital, and institutional spaces in responding to crises, coordinating complex networks and building resilience. This session looks at how science parks, areas of innovation and innovation districts are approaching this role through regulatory sandboxes, multi-site governance models and infrastructure designed to maintain continuity during crises.

Argentina’s Buenos Aires Innovation Park operates a municipal regulatory sandbox within their premises, allowing autonomous transport and telemedicine pilots to be tested in practice. In Brazil, TECNOSINOS and TECNOPUC became emergency connectivity and logistics hubs during the 2024 floods in Rio Grande do Sul. Spain’s Basque Country Technology Park brings together seven campuses through a hybrid governance model. In Poland, the Science and Technology Park in Opole operates an energy-efficient data centre that has become part of the region’s digital backbone, concentrating 23% of local ICT turnover.
