Luiz Carlos Pinto da Silva Filho is the Secretary of Innovation for the city of Porto Alegre, where he leads the development of the Innovation District of Quarto Distrito, a strategic initiative transforming the area into a dynamic hub for entrepreneurship, research, and urban regeneration. He also serves as Coordinator of the PACTO ALEGRE Innovation Pact, a collaborative platform uniting public, private, and academic sectors to accelerate Porto Alegre’s innovation ecosystem.

In parallel, Dr. Pinto da Silva Filho is a Full Professor at the School of Engineering at the Universidade Federal do Rio Grande do Sul (UFRGS), where he previously served as Dean for eight years. He has led numerous research projects and heads well-established research groups focused on Experimental Analysis of Materials and Structures, Disaster Risk Management (GRID), and a growing initiative on Innovation.
