Dr. Derya Çağlar has been the CEO of Ostim Teknopark in Türkiye since 2015, where she has led its establishment and growth into a leading science and technology hub. Under her leadership, Ostim Teknopark launched the PROTA Technology Manufacturing Center, incubation and acceleration programs, and OSTIM INP, Ankara’s first accredited angel investment platform, while also contributing to venture capital and national innovation funding evaluations.
With a background in City and Regional Planning (METU) and a Ph.D. in Forestry and Natural Resources from Purdue University, she combines academic expertise with practical leadership. She previously served as an Assistant Professor at California State University, Fresno, securing NSF funding for urban water research, and worked at the Ankara Development Agency on regional planning and investment promotion.
Internationally, Dr. Çağlar serves on the Executive Committee of the Southeast Europe Science and Technology Parks Alliance, is a member of UNESCO’s MOST Intergovernmental Council, and formerly served as Vice President of the Technology Development Zones Association of Türkiye. She is recognized for her strategic vision, cross-border collaboration, and dedication to innovation and sustainable development.
